Col. H. André J.P Vézina, CD, has over 30 years experience in oil, gas and mining activities throughout West Africa, and North America as well.  He has extensive experience in oil field development.  During his career Mr. Vézina was involved in the construction of an oil production complex using vapour generation at the beginning of the tar sand operations in Alberta.  He was also involved in the construction of a 280 km long pipeline, and was in charge of the security and supply for three rigs operating in Hibernia oil field.

Mr. Vezina has several attestations in economy, marketing and legal affairs and has worked in business development, finance and management mainly with Imperial Bank of Commerce, Nordair, Esso, Shell, BP Oil and many others.  More recently he was co-founder and VP Business Development for B-Temia, and Centrix Energy Corp., administrator of Robex Resources, President of Mali Oil Development and investor relation consultant for Scorpio Mining, and negotiated the acquisition of oil and gas block A in Benin by Nova Scotia Oil and Gas.

Mr. Vézina is actually co-founder and President of Benica Resources Development Inc., Honorary Colonel of the 55th Filed Ambulance and Honorary Consul of Benin for Quebec City.

Richard F. Pucci, OMM, CD, BSc, MDS

President and CEO

Richard Pucci has served in an extraordinary variety of command and strategic level staff positions on behalf of the Canadian Forces in Canada, the United Kingdom, United States, and operational tours, retiring at the rank of Colonel while serving as the Deputy Commander Canadian Forces Health Services at National Defense in Ottawa. He has also served as Chief of Staff.

As Deputy Commander, Richard oversaw a team of approximately 6,400 active members, 2,400 reserve personnel, and 500 contractors, and was responsible for over-watch via the chain of command of 43 units and 82 detachments, including clinics, mobile medical units, one field hospital, two schools, one research establishment, and one medical equipment depot. He supported 15 international missions, ranging from Afghanistan, Haiti, Libya, Vancouver Olympics, and most notably, Canada’s response to the Ebola outbreak in Sierra Leon humanitarian missions such as disaster relief and Iraq. As Chief of Staff of the Health Services Group, Richard had overall responsibility for the financial and business planning cycle of $462 million, as well as an infrastructure budget of $600 million.

He is a graduate of the Royal Military College with a Masters of Strategic Studies in assessing the impact of biological weapons on a deployed force, the Canadian Land Forces Command and Staff College and Canadian Forces College in Toronto. He also has an undergraduate degree in Microbiology from the University of Alberta, a major in Geology from the University of British Columbia Vancouver and was field geologist in the high Artic for Echo Bay Mines and Trig Woolet Consulting. Richard was invested into the Order of Military Merit in 2010.

Richard serves as Chief Executive Officer of Benica Bio Solutions and Rham Bio Solutions, Inc.

Mr. Donald Théberge, Eng. MBA

VP Executive of Exploration and Vice Chairman

Mr. Donald Théberge, Eng., MBA, is the senior geologist of Benica, with more than 35 years experience in mining exploration and was involved in oil and gas exploration in Canada and western Africa.  In the 80’s, Mr. Théberge was involved in the Goldex, La Ronde and Vezza projects owned by Agnico-Eagle.  At the end of the 80’s he was technical inspector for the CEIP program (Canadian Exploration Incentive Program) of Natural Resources Canada.  Later on he was involved in the Morocco Mining Development Plan financed by the African Bank of Development (BAD), and visited the majority of mines and prospects.

He was administrator of Metco Resources from 2006 until its merger with Breakwater in 2008, and was in charge of all the Metco’s exploration projects.  He is also a specialist concerning NI 43-101 compliant technical reports, and completed many of them on properties located in Canada, Morocco and Mali.

Mr. Théberge was president of Graniz Mondal Inc, a public exploration company active in graphite exploration.  Actually he is president of Thebex Inc., a private exploration company and of Solumines a consultant society.  He is co-founder of Benica Resources Development Inc. Mr. Théberge is a member in good standing of the Quebec Engineers Association and held an M.B.A from Laval University.

Abdoulaye Thiam

Mr. Abdoulaye Thiam is our field manager in Mali.  Mr. Thiam is 41 years old.   In 1999 he completed a formation in finance and in 2000he was trained in operational planning and project management by SETYM International Canada.  Since that time Mr. Thiam has managed a business in marketing and products distribution.

He has been involved in mining activities since the last 13 years, with several junior mining companies, mainly as camp manager up to financial controller.  Mr. Thiam brings to Benica his knowledge of the Malian mining and oil and gas activities, at the suppliers and companies level, and will help Benica to fulfill the requirements needed at the Mines and Energy Ministries.

Dianne Sutherland

Ms. Dianne Sutherland has spent 30 years focused on various African industries, the last 15 years specifically within the oil, gas and renewables sectors. She is currently the Founder and Publisher of Petroleum Africa and Alternative Energy Africa magazines. In addition, she provides consultancy services on strategic entry to select African markets, as well as public relations and marketing services.

Ms. Sutherland has also provided expert witness testimony to the United States Subcommittee on Africa, Global Health, Global Human Rights, and International Organizations. Over the years, she has acted as session chairperson and speaker at numerous industry events focused on African oil, gas, and renewables, and serves as a consultant to Research Development and Financial Consultants (RDFC) out of Ghana and various other enterprises.

With her years of experience working within the continent, Ms. Sutherland brings considerable knowledge to the Benica Resources team.
